The taxicab operator or driver shall charge a reasonable and equitable fee, computed either on the basis of mileage and waiting time or on the basis of transporting passengers from area to area. A statement of fares or charges must be conspicuously posted within the passenger portion of the taxicab, a copy of which must be available for distribution to passengers upon request. Upon request, a taxicab driver or operator must inform a passenger of the amount of the fare or charge in advance of transporting the passenger.
