§ 872.08 STANDARDS FOR TAXICAB CLEANLINESS AND OPERATION.
   (a)   No taxicab driver shall operate a taxicab that is not kept in a clean, safe and sanitary condition according to the rules and regulations promulgated by the Chief of Police, the Board of Health of the Middletown Health District and such rules and regulations as may be promulgated from time to time by the City Manager.
   (b)   All vehicles being used by taxicab operators must be free of mechanical defect and in compliance for operation in accordance with the Ohio Revised Code.
   (c)   All lost items found in the taxicab must be turned over to the Middletown Division of Police within 48 hours of being found.
   (d)   All taxicab accidents or patron incidents shall be reported to the Taxicab Licensing Official within seven days after the accident or incident occurs.
   (e)   The Taxicab Licensing Official or their designee shall have the authority to inspect any taxicab upon a patron complaint or a City official has reasonable articulable concern about the safety and or roadworthiness of the vehicle in operation as a taxicab.
