§ 864.15 COMMISSION FOR PRIVATE DETECTIVES.
   (a)   Upon the recommendation of the Chief of Police and the confirmation of the City Council, a private or special detective may be commissioned as a special police officer. The commission thus issued shall be the authority for such private detective to exercise the same powers as a merchant police officer, although in plain clothes, and to carry arms when on duty if the Chief of Police approves in writing the carrying of arms. However, if permitted to carry arms, he or she shall file a bond in the penal sum of twenty thousand dollars ($20,000.00) for the benefit of any person wrongfully injured in person or property by his or her use of such arms, which bond shall be in addition to that required in § 864.07.
   (b)   Any commission thus issued shall be subject to payment of a fee as provided for by the fee schedule fully described in § 864.03(d) and to the provisions of §§ 864.06, 864.07, 864.09 and 864.10.
