As used in this chapter,
SPECIAL POLICE OFFICERS means security guards, plant guards and all other persons otherwise privately employed in a police capacity, provided that this definition shall not apply to a peace officer, as defined in Ohio R.C. 109.71, when performing police work for a private employer while off duty from his regular public duties.
