(a) Upon proper application by any alarm system permittee to connect to the police emergency alarm board to receive emergency alarms, the Chief of Police may issue a permit or permits for such connection.
(b) For use of an alarm terminal supplied by the City, the applicant shall pay to the City the sum of sixty-five dollars ($65.00) and, in addition, shall pay a fee of twenty dollars ($20.00) per year for the monitoring of the same.
(c) Each alarm system permittee connected to such system shall be responsible for the maintenance and operation of his or her respective signal line.
