An applicant denied a permit may appeal within 15 days of such denial to the City Manager who shall hold a hearing thereon or appoint a hearing officer to hold a hearing thereon, within 15 days from receipt of the notice of appeal. The City Manager or his or her hearing officer may affirm or reverse the denial of the permit.
