An adult entertainment establishment, operating without a valid permit, as required by this chapter, is hereby declared to be a public nuisance, subject to abatement in accordance with State and local law. Such abatement shall be in addition to the criminal sanctions provided herein. Such abatement shall be in addition to all other civil actions and sanctions available at law.
