(a) Sections 678.01 to 678.04, inclusive, shall not apply to:
(1) Land being used under a Municipal building or construction permit or license, a Municipal permit or license, a conditional zoning permit or variance to operate a junk yard, scrap metal processing facility or similar businesses, permit or license issued pursuant to Ohio R.C. Chapter 3734, 4734.12, inclusive, or Chapter 6111; or to
(2) Undeveloped lots or parcels of land, which consist of five acres or more, regardless of zoning district classification.
(b) If land excluded from the application of this chapter by this section is located adjacent to private residences, businesses or public rights-of-way, the exemption shall not apply to a strip of land twenty feet in width closest to such private residences, businesses or public rights-of-way.
