§ 672.075 PERMIT FOR CONTESTS OF SKILL.
   (a)   Upon application to the Chief of Police, and upon the payment of the fee specified in subsection (b) hereof, a permit shall be issued to a qualified nonprofit or charitable organization, as defined in § 630.01, to conduct a contest of skill involving the discharge of a shotgun within the corporate limits of the City.
   (b)   Application for a permit shall be in writing to the Chief of Police, and shall be accompanied by an application fee of fifty dollars ($50.00). The application fee shall be paid into the General Fund of the City. The application shall contain:
      (1)   The name and address of the nonprofit or charitable organization seeking the permit;
      (2)   Evidence that the nonprofit or charitable organization qualifies as such in accordance with Section 630.01(7) or is a nonprofit organization;
      (3)   The location, date(s) and time(s) of the proposed contest of skill; and
      (4)   Evidence that the nonprofit or charitable organization has obtained liability insurance in an amount of not less than five hundred thousand dollars ($500,000), effective on the date(s) or such contest of skill.
   (c)   Upon investigation, the Chief of Police shall issue a permit only if he or she is satisfied that all of the following conditions have been met:
      (1)   That the premises where the contest is to be held are sufficient in size and that appropriate safety precautions have been taken to protect all participants in the contest, all observers of the contest and third parties not involved in the contest;
      (2)   That the contest will not take place on or interfere with the use of public land or property;
      (3)   That the contest will not involve the use of animals as targets;
      (4)   That the nonprofit or charitable organization has obtained liability insurance in the amount of not less than five hundred thousand dollars ($500,000), effective on the date of such contest;
      (5)   That the contest of skill will involve only the use of shotguns firing low brass rounds with pellets only; and
      (6)   That the contest of skill will be limited to the hours between 9:00 a.m. and 6:00 p.m.
   (d)   The permit shall identify the nonprofit or charitable organization to which it is issued, state the date(s), time(s) and location of the contest of skill and any additional conditions the Chief of Police shall require.
   (e)   The permit shall be valid only on the date(s) and time(s) and at the location stated on the face of the permit. The permit shall be kept at the location of the contest of skill during such contest, and all conditions set forth in subsection (c) hereof are conditions for the validity of the permit. If any condition of the permit, either on its face or as listed in subsection (c) hereof, is violated, the permit may be revoked by the Chief of Police.
