(a) No person shall post up or affix, or cause to be posted up or affixed, in any manner, any bill, placard or notice, either written or printed, upon any fence, tree-box, wall or upon any part of any building, without the previous consent of the owner thereof, or upon any part of any building or other property belonging to the City.
(b) No person shall tack upon or attach to any pole or other structure on any street, park or public ground of the City, any handbill, card, circular or other printed material.

(c) Whoever violates any of the provisions of this section is guilty of a minor misdemeanor.
