§ 618.19 DESTROYING BIRDS AND OTHER ANIMALS CREATING NUISANCE.
   Whenever it appears, upon the complaint of a resident or otherwise, that starlings, sparrows, pigeons, rodents or other birds or animals constitute a nuisance in any part of the City, the Chief of Police is hereby authorized to use all necessary means to destroy such nuisance.
