(a) No person shall designate any privately published pamphlet, manual or other publication as an official publication of the City or any department, subdepartment or officer thereof, or, by display of the seal of the City or otherwise, make any private publication appear to have official authorization of the City or any department, subdepartment or officer thereof. No person shall solicit an advertisement or contribution for any such unlawful publication.

(b) Whoever violates any of the provisions of this section is guilty of a minor misdemeanor.
