(a) No person shall park any vehicle having more than two axles or a load capacity of more than one ton on any public street in the City for longer than 60 consecutive minutes, except for the purposes of loading or unloading freight.
(b) No person shall park any trailer detached from a motor vehicle on any street in the City.
(c) No person shall park a commercial tractor and semitrailer, as a combination, on any street in the City for longer than 60 consecutive minutes. Both the commercial tractor and the semitrailer shall be considered as separate units and shall be cited separately.
