(a) Whenever necessary for the purposes of sweeping, snow removal or any other public purpose, the Director of Public Service is hereby authorized to temporarily prohibit all-night parking on any street, block or part thereof by posting prominent signs, at reasonable intervals on both sides or on the affected side of any such street, block or part thereof, bearing the following legend:

(b) When signs are posted as required by division (a) hereof, no person shall park a vehicle on the affected side of any such street during the hours parking is so prohibited.
