The Judge of the Middletown Municipal Court may appoint legal counsel for any indigent person, charged with a felony in such Court, to represent such indigent before the Court in the preliminary hearing on such felony. Should the charge be dismissed after such preliminary hearing or reduced to a misdemeanor and disposed of on the merits by the Court, the City Treasurer shall pay to such legal counsel from the General Fund a fee not to exceed fifty dollars ($50.00), as determined by such Judge and upon presentation of a voucher signed by him or her. No fee shall be paid if the defendant is bound to the Grand Jury.
