§ 286.02 POWERS AND DUTIES.
   The City Manager shall convene the first meeting of the Tax Incentive Review Council within a reasonable period after the membership positions have been filled. The Council shall adopt such organizational rules as are reasonable and appropriate for purposes of carrying out its activities pursuant to the Act providing for the State Urban Jobs and Enterprise Zone Program. At least annually, the Council shall review the agreement which the City will enter into with Armco, Inc., relating to its proposed expansion project, and shall review any other agreements entered into by the City with private entities for purposes of carrying out the State Urban Jobs and Enterprise Zone Program, to determine whether or not such private entities have complied with he terms of such agreements. The Council shall engage in such investigation, making reasonable use of the City’s staff available for such purpose in the offices of the City Manager, the Director of Law, the Director of Finance and the Director of Community Development, and shall make such recommendations regarding its findings to the City Council, as it deems appropriate.
