There is hereby established a Tax Incentive Review Council. The membership of said Tax Review Incentive Council shall be as established by State statute (presently Ohio R.C. 5709.85), except that City Council, may in its sole discretion, appoint up to two additional members to said Council, who shall be electors of the City.
