There is hereby established a Youth Commission, which shall be composed of eight high school students (hereinafter referred to as members), two of whom shall be students at Middletown High School, two of whom shall be students at Fenwick High School, two of whom shall be students at Garfield Alternative High School, and two of whom shall be students at Middletown Christian High School. Four members, one representative from each school, shall be appointed for a term of one year, beginning September 1, 2000. The remaining four members shall be appointed for a term of two years, beginning September 1, 2000. At the expiration of these initial terms, members shall be appointed for two-year terms, which shall begin on September 1, except when a vacancy occurs and a member is appointed to fill a vacant seat on the Commission, in which case the term will begin on the date of appointment and terminate at the end of the term of the member originally appointed to the seat. The members shall be appointed by the principals, or the equivalent thereof, of their respective schools. Such appointments shall be confirmed by the City Council.
