§ 260.03 RESIDENCY REQUIREMENT.
   Every member of any City board or commission shall be an elector of the City, except as otherwise permitted by the City Charter or the ordinance creating the specific board or commission. If City Council determines, in its sole discretion, that a board or commission requires a member with a particular qualification or expertise, and an elector of the City is not readily available to fill that position, City Council may appoint a resident who is not an elector or a person not residing in the corporate limits. However, the majority of members of all boards and commissions created by City Council shall be electors of the City.
