(a) Entry level positions in the classified service of the City, other than police and fire personnel as provided in § 250.24, shall be filled by using the following procedure:
(1) The Civil Service Commission shall administer to each applicant a written examination which shall fairly determine the general qualifications of the applicant for the position for which application has been made. Persons who receive a passing grade on the examination, as determined by the Commission, shall be considered qualified for the position. A passing grade on the examination shall require correct answers to at least 70% of the questions given. A military veteran with over one year of service, who has been honorably discharged and who attains a passing score, shall receive an additional credit of 20% of his or her total grade.
(2) Based on total test scores, work history, education, veteran’s status and other relevant employment criteria, the Commission, the Director of Employee Relations and the appropriate department head shall select persons from the list of qualified applicants who are most qualified for the position and shall certify to the City Manager the names of those most qualified in a number sufficient to provide a reasonable selection by the City Manager for filling such position.
(3) The list so certified shall contain a minimum ratio of veterans to nonveterans as the ratio of veterans to nonveterans existed on the initial list of applicants prior to all testing, provided that all veterans certified must have obtained a passing grade on the examination given pursuant to division (a)(1) hereof. The selection of veterans for inclusion on the list shall be as follows:
A. The first selected shall be veterans who have served in a combat zone as defined by United States Military Regulations and who have received an honorable discharge.
B. The next selected shall be veterans with a minimum of one year of military service and who have received an honorable discharge.
(4) From the list so prepared and certified, the City Manager shall make the final selection of candidates for employment.

(b) All permanent, certified employees of the City are eligible to compete for entry level positions that are vacant within the service of the City in accordance with this section, but the provisions of Ohio R.C. 124.26(C) shall not apply to such permanent, certified employees.
