(a) The City Manager is hereby authorized to issue regulations for the administration of the position classification and pay plans established by the City.

(b) All employees covered by Ord. O81-11, passed January 6, 1981, shall be paid a sum equal to the amount of the additional pay they would have received had this division (Ord. O81-11, passed January 6, 1981) been effective on January 1, 1980, as additional pay for the first week following adoption of this section.
