The members of the Reserve Police Force shall have full police powers and shall carry firearms when directed by the Chief of Police. At the discretion of the Chief, such members may be regularly armed with any other weapon. Such members shall perform only such police duties as may be assigned by the Chief of Police. Such duties shall be performed only within the City, or on property outside the City owned by the City.
