There is hereby established a Department of Public Works and Utilities in and for the City, which shall consist of the following:
(a) Airport;
(b) Building Maintenance;
(c) Electronics Maintenance;
(d) Engineering;
(e) Garage;
(f) Parks and Grounds Maintenance;
(g) Parking Garage;
(h) Street Maintenance;
(i) Solid Waste;
(j) Waste Water Treatment;
(k) Water and Sewer Maintenance; and
(l) Water Treatment.
