§ 224.10 INDUSTRIAL DEVELOPMENT REVENUE AND HOSPITAL OR HEALTH-CARE FACILITY BONDS.
   (a)   Whoever wishes the City to issue industrial development revenue bonds, prior to submitting a proposal to Middletown Growth, Inc., the designated agency of the City pursuant to Ohio R.C. 1724.10, or whoever wishes to issue hospital or healthcare facility bonds, shall consult with the Director of Law for the purpose of selecting bond counsel for the bond issue.
   (b)   There is hereby imposed a fee, upon the person on whose behalf such bonds are issued, for the issuance of such bonds by the City, as follows: one thousand five hundred dollars ($1,500.00) plus one-tenth of one percent of the amount of any issue in excess of one million dollars ($1,000,000.00), such fee not to exceed five thousand dollars ($5,000.00). Such fee shall be paid out of the proceeds of the bond issue.
