The City Manager is hereby authorized, in his or her discretion, to rent out real estate owned by the City in the urban renewal areas to such persons as have need thereof and on such terms and conditions as he or she may determine, provided, however, that the term of any such tenancy shall be on a month-to-month basis and the rental shall be the fair market rental value based on appraisal.
