(a) No public body shall hold a regularly scheduled meeting without first having given written announcement to the Middletown Journal, or any other newspaper of general circulation in the City, not less than 24 hours before such meeting, of the time and place of the meeting.
(b) No public body shall hold a special meeting without first having given written announcement to the Middletown Journal, or any other newspaper of general circulation in the City, not less than 24 hours before such meeting, of the time, place and purpose of the meeting. No special meeting shall be held unless a representative of the public body has given at least 24 hours’ notice thereof to the news media that have requested notification, such notice to be given by means of telephone to the person, representing each branch of the news media who has been designated as the official recipient of such advance notice, provided, however, that 24 hours’ notice shall not be required in the case of an emergency requiring immediate official action, but the member or members of the public body calling the meeting to consider the emergency shall notify the requesting news media immediately of the time, place and purpose of the meeting. Any long distance telephone call made to accomplish such notice shall be at the expense of the requesting news media.
