   The Third Ward shall contain all that territory bounded and described as follows:
   Beginning at a point on the centerline of Manchester Road, said point also being on the corporation line and the Butler-Warren County line; thence from said point of beginning, S 0 40’ 16” W, 270 feet to a point on said corporation and County line, said point being the southwest corner of a 1.2394 acre tract; thence with the corporation line and the southerly and easterly lines of said tract the following courses:
