The Chief of the Division of Fire shall develop for approval by the City Manager, an emergency operations plan for the City, consistent with the requirements of Ohio R.C. Chapter 5502 and any written agreement establishing a countywide emergency management agency with Butler County, in accordance with Ohio R.C. 5502.26, to which the City is a participant. The Chief of the Division of Fire shall recommend for adoption by the City Council such mutual aid plans and agreements which are deemed necessary for the plan. The Chief of the Division of Fire shall make continuing studies of the need for amendments and improvements in the emergency operations plan.
