It shall be the duty of the owner or occupant or any person having the care of any real estate abutting on any sidewalk to keep the sidewalk free of dirt, litter and trash at all times. Any person who permits these conditions excessively to continue after reasonable notice from the City Clerk to clean the sidewalk shall be deemed in violation of this section.
