At the annual financial town meeting of the Town of Middletown, to be held on the second Monday in May, 1962, there shall be submitted to the electors of said town qualified to vote on any proposition for the imposition of a tax or for the expenditure of money for their approval or rejection the following proposition:
"Shall the action of the general assembly by an act passed at the January session A. D. 1962, entitled `An act authorizing the Town of Middletown to establish and maintain a pension plan for town employees,' be approved?" The town clerk shall forthwith certify to the secretary of state the results of the vote on the question so submitted. (P.L. 1962, ch. 74, § 2.)
