Sec. 7. Loans, contributions and guarantees by member municipalities.
   Any member city or town may lend or contribute funds, plans, services or property to the authority. When authorized by resolution of its city or town council, a member city or town may guarantee temporary notes of the authority in whole or in part. No such guarantee shall at any time be included in the indebtedness of the city or town for the purpose of ascertaining its borrowing capacity. (P.L. 1969, ch. 110, § 7.)
