Sec 6. Federal land; certain authority vested in governor.
   If any land or interest therein is acquired by the authority from the United States as a site for disposal facilities, and jurisdiction of such land shall have previously been held by the United States, whether by cession by this state or by operation of law, jurisdiction thereof shall be restored to this state to the extent provided or permitted by federal law and the governor is authorized on behalf of the state to execute, deliver and file or to cause to be executed, delivered and filed any instruments which may be needed to evidence the consent of the state to such to restoration.
