All contracts for construction or for the purchase of supplies, materials or equipment in excess of one thousand dollars shall be awarded to the lowest responsible bidder after such public notice as the authority may prescribe. The authority may reject all bids and advertise for new bids. Alterations in any such contract may be made when authorized by the authority. (P.L. 1969, ch. 110, § 5.)
