Sec. 3. Purposes.
   The purposes of the authority shall be to establish, operate and maintain facilities and equipment for the disposal of refuse, garbage and waste by incineration or other means for the member municipalities and for others in accordance with this act [this article]. (P.L. 1969, ch. 110, § 3.)
