In all respects in which the home rule Charter of the Town of Middletown, approved on November 5, 1968, may require ratification, confirmation, validation or enactment by the general assembly, but in no other respects, the provisions of the home rule Charter so adopted are hereby ratified, confirmed, validated and enacted. It is the express intention of the general assembly by the passage of this act, [this article], to give effect to, ratify, confirm, validate and enact those certain provisions of the home rule Charter of the Town of Middletown approved on November 5, 1968, which require ratification, confirmation, validation, or enactment, but nothing in this act shall be construed to abrogate or impair the powers now or hereafter granted to towns by article XXVIII of the amendments to the Constitution and other applicable laws of the State of Rhode Island or those rights retained by said town in said Charter. Any act or thing heretofore done or purported to be done under the provisions of said home rule Charter is hereby ratified and confirmed. (P.L. 1969, ch. 52, § 1.)
