All classified employees shall be subject to suspension, demotion, removal from employment, and other appropriate disciplinary action by the appointing authority for misconduct, incapacity, neglect of duty, or insubordination or other such cause as the appointing authority may deem to justify the action for the good of the service, and all such suspensions, demotions or removals or other disciplinary action shall be by the appointing authority upon charges made in writing to the employee.
