The personnel board, subject to the approval of the town council, may enter or authorize the appointing authority to enter into arrangements with any government agency, quasi-governmental agency or educational institution for determining qualifications of employees and applicants for employment in the classified service, and for aid in the preparation of the personnel regulations.
