Sec. 703. Public works.
   There shall be a department of public works, the head of which shall be the director of public works, who shall be appointed by the town administrator. The director shall be responsible for the efficient operation of all the activities of the department of public works. The department of public works shall be responsible for the functions and services of the town relating to highways, street lighting, public parking lots, waste disposal, sewers, water supply, parks, public buildings and such other public works activities as may be defined by ordinance.
