It is a violation of this chapter for any person, partnership, corporation, establishment, owner or other entity to employ any person not holding a personnel license for the purpose of providing body works; to employ any person not holding a personnel license to work in an establishment in any capacity; or to allow any person not holding a personnel license to provide or offer to provide body works services or otherwise conduct business in the Establishment.
