In their interpretation and application, the provisions of this Zoning Ordinance shall be held to be the minimum requirements adopted for the promotion of the public health, safety and welfare, and shall be interpreted so as to effectuate the purpose of these requirements. To protect the public, among other purposes, such provisions are intended to provide for adequate light, pure air, safety from fire and other danger, undue concentration of population, and ample parking facilities.

This Zoning Ordinance is enacted to protect and promote the public health, safety, and welfare of the inhabitants of the Village and the public generally, and to encourage and facilitate the orderly growth and expansion of the Municipality by regulation and restricting the location of buildings and other structures and/or premises to be used for trade, industry, residence or other specified uses; and for the purpose of regulating the location of buildings and other structures hereinafter erected or altered, setback building lines and the area of yards, courts and other open spaces, and for the purpose of regulating and limiting the heights of buildings and other structures hereafter erected or altered, and to provide for minimum off-street parking regulations in all districts.
