With the approval of the Mayor, and with the advice of the Village Solicitor, and subject to any specialized rules and regulations for the Police Department promulgated pursuant to Section 139.03, the Village Administrator may prescribe the rules and regulations governing the employment of all Village employees. Such rules and regulations shall be collected into an Employee Handbook, which shall be distributed to each Village employee.
