(a) Except as provided by Section 911.02, no person, firm or corporation shall use any well, cistern or spring for the supply of water for consumption or use by persons where public water supply is accessible. "Accessible" means 400 feet from the supply line of the Municipal waterworks system.
(b) Every dwelling and every building designed for or occupied by persons within the Municipality shall be separately connected with the public water supply system if such
system provides a supply line within 400 feet of such dwelling or building.
