(a) Regular Meetings. Regular meetings of Council shall be held in Council chambers at 7:00 p.m. on the second Thursday of each month. Council may, by a majority vote, change the day and hour and place of holding of any regular or special meetings.

(b) Special Meetings. Council shall hold such special meetings as may be found necessary. Special meetings may be called by the Fiscal Officer upon the written request of the Mayor, or upon the written request of three members of Council. Any such vote or request for the calling of a special meeting shall state the subject or subjects to be considered thereat and no other subject or subject shall be considered except upon the approval of five or more of the members of Council in attendance at such special meeting. Twenty-four hours notice in writing of such special meeting if called by the Mayor or by three members of Council, shall be given to each member of Council and to the Mayor by personal service or by delivery thereof at their usual places of residence. However, members of Council may waive such notice by their attendance at such special meeting.
(c) Council Work Sessions. In lieu of the separate monthly Committee meetings required by Section 121.06
(e), Council may elect to establish a regularly scheduled monthly Council Work Session. Work Session meetings shall be open meetings of the Council. No official action may be conducted or taken at such meetings unless two-thirds of the Council members present decide otherwise. Work Session meetings of Council, if conducted, shall be held in Council chambers at 6:30 p.m. on the second Monday of each month, or at such other day and time as Council, by a majority vote shall decide.
