In case the owner of such property neglects or refuses to trim such tree, upon being notified in writing by the Commission, the Village Administrator reserves the right to cause such trimming to be done at the expense of the owner, and the entire cost or portion thereof shall be a lien upon such premises and shall be billed and collected as provided in Sections 943.26 and 943.27. The notice shall give the land owner thirty days to comply unless the Commission deems it to be an emergency. In the case of an emergency all time provisions shall be waived.
