There is hereby levied and charged upon each lot, parcel of land or premises to which water is being provided by way of the waterworks system, charges payable as herein provided.
(a) The minimum water rate per month for 2,000 gallons and quarter for 6,000 gallons or less of water usage shall be as follows:

(b) In each billing cycle an additional charge shall be levied as follows for gallons in excess of the minimum:

(c) Subject to the requirements of this subsection (c), a senior citizen shall be entitled to a rate of $15.58 which is a reduction of the residential rates provided by Section 911.08(a). This discount applies only to residential water charges levied for the first 2,000 gallons of water consumed and shall not apply to the charges levied for water consumption in excess of 2,000 gallons as set forth in Section 911.08(b). In order to be eligible for the discount provided herein, the senior citizen must demonstrate, to the satisfaction of the Village Administrator that he/she meets all of the following requirements:
(1) The resident shall provide proof that he/she resides in the residence for which the discount is sought; and
(2) The resident shall provide proof that he/she is at least sixty-five years of age.
(d) In August, 2016 and each year thereafter, the Utilities Committee shall review and evaluate the water rates then in effect and make recommendations to Council, no later than the first Council meeting of the following September, for the water rates to be in effect commencing in January of the following year.
