907.07 MONTHLY/QUARTERLY BILLING; DELINQUENT BILLING.
   (a)    Bills for the rates and charges established by the Municipality shall be sent monthly for residential accounts. Residential monthly bills shall become due and payable on or before the twenty-eighth (28th) day of the month in which the bill is mailed.
   (b)   Bills for the rates and charges established by the Municipality shall be sent quarterly for Schools, Commercial, and Industrial Accounts. All bills shall become due and payable on or before the tenth day of the month following the month in which the bill is mailed.

   (c)   If any charge for sewer service is not paid on or before the date it becomes due and payable, as provided by Sections 907.07(a) or 907.07(b), a penalty of ten percent (10%) of the amount of the bill shall be added thereto and collected therewith. For purposes of this Section, a payment is deemed to be “paid” on the date it is received by the Village or on the date it is postmarked and mailed by the customer, whichever is earlier. Any such postmark must be legible and readable by the Village when received.
      (1)   All unpaid charges for water service, including the ten percent (10%) penalty assessed pursuant to this section, shall bear simple interest at the rate of ten percent (10%) per annum from the date due until date is paid.
      (2)   In the event the user pays by check, and the check is returned to the Village for insufficient funds (NFS) or any other reason, in addition to all other penalties and interest that would have been assessed if not payment had been received, the user shall reimburse the Village (a) any penalty or service charge assessed to the Village as a result of such improper payment, and (b) a twenty-five dollar ($25.00) administrative fee.
      (3)   If, in the opinion of the Village Administrator, the assessment of penalties and/or interest and/or the administrative fee would cause undue hardship to the property owner, the Village Administrator in his/her discretion, is hereby authorized to waive the penalties and/or interest provided by this section.    (d)   In the event that a bill for the sewer service shall remain unpaid for more than sixty days after the date due, the Village shall have the right to discontinue sewer service to such premises.
   (e)   Following a discontinuation of water service for nonpayment of sewer charges and prior to water service being reinstated, the Village shall receive payment in full of all delinquent water and sewer charges, plus all penalties and interest accrued thereon, plus the charge for service reinstatement required by Section 911.13(d).
