1442.04 FEE SCHEDULE.
   Fees for building and related permits shall be as follows:
   (a)   Building Permits. The fee for a building permit shall be based on the cost of the work to be done, as set forth in the following table. Each such fee shall include the cost of the review of the plans and specifications to determine conformity of the proposed work to this Building and Housing Code, together with the cost of the prescribed inspections to determine whether the actual construction is in accordance with this Building and Housing Code. The fee for commencing work without securing a proper permit shall be double the normal fee charged for the permit.

   (c)   Electrical Inspections and Reinspections. The minimum fee for any electrical inspection shall be fifteen dollars ($15.00) plus the processing fee. Where additional inspections or trips are made necessary by incomplete or faulty work, an incorrect address given, or failure to keep an appointment, or similar reasons, no fee shall be charged for the first reinspection, but a fee of thirty-three dollars ($33.00) shall be charged for each additional reinspection or extra trip.
   (d)   Heating and Air Conditioning Permits. Except as otherwise provided in this chapter, the fees for HVAC permits, based on the cost of material and installation, shall be as listed below. Each such fee shall include the cost of the review of the plans and specifications to determine conformance of the proposed work with this Building and Housing Code, together with the cost of the prescribed inspections to determine whether the actual construction is in accordance with this Building and Housing Code. The fee for commencing work without securing the proper permits shall be double the normal fee charged for the permit.

      (1)   Exceptions. Permit fees (single-family detached dwellings) for replacement of heating systems of less than 200,000 BTU and/or cooling systems of less than five tons shall be thirty-five dollars ($35.00). This includes the electrical inspection.
      (2)   HVAC inspection fee; reinspection. Where additional inspections or trips are made necessary by incomplete or faulty work, an incorrect address given, or failure to keep an appointment, or similar reasons, no fee shall be charged for the first reinspection, but a fee of twenty-five dollars ($25.00) shall be charged for each additional reinspection or extra trip.
      (3)   Survey of work prior to issuance of HVAC permit. The fee for making necessary investigations prior to issuance of HVAC permits shall be thirty dollars ($30.00) per trip.
   (e)   Plan Review. In addition to any other fees specified in this section, any person submitting plans requiring review under the Ohio Building Code shall pay a plan review fee. Prior to issuance of a building permit, the plan review fee shall be assessed at the current City contracted hourly rate for plan review and is based upon the time necessary for the particular plan review. The total fee charged for the inspection of plans on a single structure shall not exceed two thousand dollars ($2,000).

   (f)   Architectural Review. In addition to any other fees specified in this section, any person submitting plans for a structure in the Villages and Villas at Pipestone Subdivision, which plans require architectural review, shall pay an architectural review fee. Prior to issuance of a building permit, the fee shall be assessed at the current City contracted rate for architectural review, plus administrative costs as determined and regulated by the City Manager.
   (g)   Residential Plan Review. In addition to any other fees specified in this section, any person submitting plans for the construction of a new one, two, or three-family dwelling requiring review under the Ohio Building Code shall pay a plan review fee. Prior to issuance of a building permit, a fee of thirty dollars ($30.00) shall be paid.
