(a) All plumbing in or for public buildings or places located in the City shall be installed, maintained, tested and inspected in accordance with these regulations and the provisions of the Ohio Plumbing Code, referred to in Section 1424.01(e).
(b) All plumbing in single-family, two-family and three-family dwellings in the City shall be installed, maintained, tested and inspected in compliance with the Ohio Plumbing Code.

(c) Except as may be otherwise specified in this chapter, all plumbing systems in this chapter, all plumbing systems in the City shall be inspected by the County Board of Health.
