The following definitions shall apply to dwellings and public buildings in the interpretation and enforcement of this chapter:
(a) “City water” means water furnished by the Division of Water and Sewers of the City.
(b) “Dwelling” means any building which is used or intended to be used for human occupancy not included in Ohio R.C. 3781.06 and includes any single-family, two- family or three-family dwelling.
(c) “Person” means and includes an individual, firm, corporation, association or partnership.
(d) “Plumbing” means the installation, maintenance, extension or alteration of all material, gas piping, fixtures, appliances, hot water heaters, water softeners and any other equipment and appurtenance in connection with drainage, venting, water supply or storm water within or adjacent to any building, structure or conveyance.
(e) “Plumbing Code” means the Ohio Plumbing Code, which is Chapters 4101:2-56 through 4101:2-69 of the Ohio Building Code, as adopted in Section 1420.01 of these Codified Ordinances, as amended by the provisions of this chapter or any other provision of these Codified Ordinances.
(f) “Plumbing Inspector” means a person who holds an unlimited certificate as a Plumbing Inspector issued by the State. The Plumbing Inspector provided for herein shall be responsible to the City manager and the Chief Building Official.
(g) “Public building or place” means any building or place as used in Ohio R.C. 3781.06, and any other similar building or place where plumbing is installed, is to be installed or is to be a part thereof.
(h) “Water service” means the pipe supplying water to a consumer from the water main to the main stop within a building or structure. The water meter within a building shall be installed at the outlet side of this main stop. If the meter is outside of the building, it shall be installed in a meter pit between the curb and sidewalk. No water meter shall be removed other than by an employee of the Division of Water and Sewers. The part of the water service extending from the curb cock or meter to the main stop within the building or structure shall be installed and maintained at the expense of the consumer and shall be installed to meet the requirements of these regulations. The installation and any needed repairs to the water service shall be performed only by plumbers bonded by the City.
