(a) The owner, occupant or person in charge of a premises shall, without exceeding maximum weight limitations, place or cause to be placed in the containers described in Section 1060.03 any and all refuse created or accumulated on his or her premises or under his or her control. All containers shall be filled so that the combined weight of the container and its contents does not exceed 50 pounds or a capacity of 32 gallons.
(b) All refuse containers shall be kept clean. Dilapidated, dirty or oversized containers shall not be permitted. After one warning, such containers will be seized and destroyed.
